According to the National Development and Reform Commission news for the implementation of in-depth basic national policy of saving resources, accelerate the construction of resource-saving and environment-friendly society, recently, the National Development and Reform Commission, Ministry of Water Resources, Ministry of Construction jointly issued the "water-saving society" Eleventh Five-Year " planning". "Planning" analyzes the status of China''s water use, the situation facing the clear "during" water-saving society-building goals and tasks to determine the priorities and countermeasures of water-saving society, proposed water conservation social construction of major projects, the Programme of action to guide the Chinese water-saving society in the coming period.

    "Plan" put forward the goal "during" water-saving society: By 2010, water-saving society to take a substantial step, achieved significant results, water use efficiency and effectiveness significantly increased, unit GDP water consumption lower than in 2005 more than 20%. Effective utilization coefficient of irrigation water from 0.45 to around 0.50; water consumption per unit of industrial added value of below 115 cubic meters, compared to 2005 reduced by 30%; the average national domestic water supply pipe network leakage rate of no more than 15% of life saving appliances fully promote the use in towns, northern cities with a shortage of recycled water utilization rate of 20% of the sewage treatment capacity, the southern coastal cities with a shortage of 5% to 10%. Through the implementation of the "planning", can be saving 69 billion cubic meters, of which, 20 billion cubic meters of water-saving agriculture, 13.4 billion cubic meters of industrial water-saving, water-saving 1.8 billion cubic meters of urban life.

    "Plan" put forward the construction of water-saving society''s main tasks: First, establish a sound management system of water-saving society.     For the implementation of the "Plan" goals and tasks, "plan" put forward eight safeguard measures: First, strengthen organizational leadership, establish coordination mechanisms. Second, improve regulations and policies, and strengthen law enforcement. Third, strengthening water management, strengthen the basic work. Fourth, increase government investment, expand financing channels. Fifth, strict performance appraisal, expand public participation. Sixth, strengthen market supervision, strict market access.
