Since the reform and opening up, China in promoting the conservation and comprehensive utilization of resources, promote clean production, and achieved positive results. However, the traditional high consumption, high emission and low efficiency of the extensive growth mode is still not a fundamental change, resource utilization is low, serious environmental pollution. At the same time, the existence of regulations, policies imperfect, system and mechanism is not perfect, related technology development lags behind other issues. The first 20 years of this century, China will accelerate the industrialization and urbanization stage of development, resources and environment, the situation is very grim faced. To seize the important strategic opportunities, to achieve a comprehensive strategic goal of building a moderately prosperous society, we must vigorously develop the circular economy, according to "reduction, reuse, resource-based" principle, to take effective measures with minimal resource consumption and environmental costs as small as possible, to achieve maximum economic output and minimum waste emissions and achieve economic, environmental and social benefits, building a resource-saving and environment-friendly society. To do this, we make the following observations.
First, the development of circular economy guiding ideology, basic principles and main objectives
(A) guiding ideology. Deng Xiaoping Theory and the important thought of "Three Represents" as guidance, establish and implement the scientific concept of development, to improve resource productivity and reducing waste emissions targets, technology innovation and system innovation as the driving force, strengthen resource conservation and environmental protection awareness, strengthen legal system, improve policies and measures, the role of market mechanisms to promote the development of circular economy.
(B) basic principles. Adhere to the new road to industrialization, and create favorable conserve resources and protect the production and consumption environment; persist in promoting economic restructuring, speed up technological progress, strengthen supervision and management, improve resource utilization efficiency, reduce the generation and emission of waste; adhere to the enterprise as the main body, government regulation, market guidance and public participation combine to form conducive to the promotion of circular economy development policy system and social atmosphere.
(Iii) development goals. By 2010 to establish a relatively complete legal system for the development of recycling economy, policy support system, institutional and technological innovation system and incentive and restraint mechanisms. Second, the development of circular economy priorities and key links

Fifth, we should vigorously promote consumer segment is conducive to saving resources and protecting the environment of consumption, encourage the use of energy-efficiency labeling products, energy-saving product certification and environmental labeling products, organic food and green flag flags food, reduce excessive packaging and disposable supplies use. Third, the development of circular economy to strengthen macro guidance
(Vii) to develop a recycling economy as the preparation of relevant planning an important guiding principle. Local people''s governments at all levels should actively carry out statistical accounting of circular economy, strengthen the main index of the economic cycle.
(Ix) the development and implementation of recycling economy promotion plan. Local people''s governments at all levels should organize the development and reform (trade), environmental protection and other relevant departments, according to the local reality, the development and implementation of circular economy promotion plan. State Council departments to study and formulate the intensive use of mineral resources, energy and water conservation and utilization, clean production, as well as key industries and key areas of the development of recycling economy promotion plan.
(X) to accelerate economic restructuring and optimization of regional distribution. Strengthen macro-control, curb blind investment and low-level redundant construction, limit the high energy consumption, high water consumption, high pollution industries. Vigorously develop high-tech industries, speed up the use of high-tech and advanced applicable technologies to transform traditional industries and eliminate backward technology, techniques and equipment, and upgrading of traditional industries; promote enterprise restructuring, increased industrial concentration and economies of scale; to develop intensive agriculture. Fourth, accelerate the development of recycling economy technology and standards system

(Xiii) the establishment of circular economy technical advisory service system. All localities and departments should actively support the establishment of recycling economic information systems and technology consulting services system, the timely release cycle related economic and technological, management and policy aspects of the information society, to carry out information consulting, technology promotion, publicity and training. Give full play to trade associations, energy-saving technical service centers, cleaner production centers and other intermediary agencies and research institutes, universities role.
(Xiv) to promote the development and improvement of the standard system of circular economy. To accelerate the development of high energy consumption, high water consumption and high pollution industry, market access standards and conformity assessment systems, the development of key industries cleaner production evaluation index system and associated pollution control standards related to circular economy. Strengthen energy, water and other resource conservation standardization, improve the major energy-using equipment and building energy efficiency standards, focusing on water industry water quota and major energy-consuming (water) energy saving (water) design specifications. Fifth, establish and improve policy mechanisms to promote the development of circular economy

Sixth, adhere to the development of recycling economy law

Environmental protection departments at all levels to develop a recycling economy and environmental protection work closely, strict implementation of environmental impact assessment and the "three simultaneous" system, the progressive introduction of permit system; strictly control the total discharge of pollutants, waste emissions and strengthen the enterprise Regulatory disposal and reduce emissions intensity; encourage qualified enterprises on a voluntary basis, to carry out environmental management system certification.
(Xx) the implementation of cleaner production in accordance with law. Earnestly implement the "People''s Republic of China Cleaner Production Promotion Law", accelerate the pace of clean production audits, actively implement cleaner production audit program. Seven, strengthen the organization and leadership of the development cycle of economic work

Relevant departments should actively implement various policies and measures, within their respective areas of responsibility, to accelerate the promotion of recycling and economic development. Local people''s governments at all levels to determine a leaders responsible for development of circular economy, a clear division of responsibilities of relevant departments, so that the layers have a responsibility, step by step implementation.
(Xxii) to carry out recycling economy demonstration pilot. Development and Reform Commission should work together with Environmental Protection Administration and other relevant departments and provincial governments in key industries and key areas, industrial parks and urban organizations circular economy pilot projects to explore the development of an effective model of circular economy. Through the pilot, proposed the development of recycling economy in the field of major technologies and projects to further improve the promotion of renewable resources, recycling, reduce policy measures pollution intensity proposed by the cycle of economic model of planning, construction, transformation of the industrial park and build a resource-saving and environment-friendly thinking oriented city, establish a number of advanced models, in order to accelerate the development of circular economy to provide demonstration.
(Xxiii) strengthen publicity and education and training.
